`Wake up Australia' : the new world order : the human dimension / The Honourable Justice Marcus R. Einfeld

by Einfeld, Marcus R | Brotherhood of St Laurence.

Publisher: Fitzroy, Vic. Brotherhood of St Laurence 2001Description: 23 p. PDF.Online Access: DOWNLOAD PDF Notes: The 20th annual Sambell Oration, Wednesday 17 October 2001 at the Shell Conference Centre, Melbourne Summary: 53 years ago this December, a war-ravaged and war-weary world ushered in a new international order with what was called the Universal Declaration of Human Rights. It was a bold and brilliant document full of words, phrases and concepts that everyone wanted to hear. It spoke of recognising the inherent dignity and the equal and inalienable rights of all members of the human family as the foundation of freedom, justice and peace in the world. It observed that disregard and contempt for human rights had resulted in barbarous acts which have outraged the conscience of mankind. It called for the advent of a world in which human beings shall enjoy freedom of speech and belief, and freedom from fear and want, as the highest aspiration of the common people. It declared as essential that human rights should be protected by the rule of law.Availability: Items available for loan: Brotherhood of St Laurence (1).

'No snakes, but no ladders' : Young people, employment, and the low skills trap at the bottom of the contemporary service economy /

by Roberts, Steven.

Publisher: London, U.K. Research Foundation 2012Description: PDF.Online Access: Electronic copy Notes: March 2012. Includes bibliographical references.Summary: This paper is concerned with the implications of structural changes in the economy on the skills development of people on low to middle incomes, particularly moderately qualified, apparently ordinary and unproblematic young people. Many young people with level two and level three qualifications directly enter the labour market. This sizeable group remains overlooked by policymakers as well as researchers. These young people undertake new forms of employment in an increasingly polarized job market, rely on on-the-job training rather than higher education to enhance their human capital and compete more and more with graduates who cannot find jobs to match their own newly acquired high skill levels. The net result is that this middling group ends up becoming trapped, with limited chances of progression, for example in the retail sector where 31 per cent of employees are aged 16 to 24. The paper re-asserts arguments made by those who have analysed the polarised nature of the UK economy, but moves beyond these issues to consider the potential challenges that UK skills policy needs to overcome.Availability: (1)

'Swimming upstream' : young people and service provision under Job Services Australia /

by Rose, Jen | Youth Affairs Council of Victoria | Morstyn, Lisa | Tudehope, Alice.

Publisher: Melbourne, Vic. Youth Affairs Council of Victoria 2011Description: 44 p. : ill.Online Access: Electronic copy Notes: August 2011 Bibliography : p. 42-44 INTO AND OUT OF WORK SCHOOL TO WORKSummary: YACVic has examined the provision of employment services to vulnerable or disadvantaged young people under the Job Services Australia (JSA) program. We have chosen to research this area because of the high rates of youth unemployment in Australia. As of June 2011, young people aged between 15 and 24 years were experiencing an unemployment rate of 11.0 per cent, significantly higher than that of the broader Australian community (4.9 per cent). Our report seeks to assess whether the JSA program is currently meeting the needs of young people in Australia. The report confirms the importance of all generalist and specialised youth JSA service providers adopting best practices when working with young people seeking employment. In addition, the report recommends that the JSA program provides greater recognition of social or non-vocational outcomes achieved by JSA providers for vulnerable young people and that the JSA program encourage JSA providers to adopt an integrated, flexible and highly individualised approach when working with vulnerable young people.Availability: Items available for loan: Brotherhood of St Laurence (1).
