It spoke of recognising the inherent dignity and the equal and inalienable rights of all members of the human family as the foundation of freedom, justice and peace in the world. It observed that disregard and contempt for human rights had resulted in barbarous acts which have outraged the conscience of mankind. It called for the advent of a world in which human beings shall enjoy freedom of speech and belief, and freedom from fear and want, as the highest aspiration of the common people. Includes bibliographical references.Summary: This paper is concerned with the implications of structural changes in the economy on the skills development of people on low to middle incomes, particularly moderately qualified, apparently ordinary and unproblematic young people. Many young people with level two and level three qualifications directly enter the labour market. This sizeable group remains overlooked by policymakers as well as researchers. These young people undertake new forms of employment in an increasingly polarized job market, rely on on-the-job training rather than higher education to enhance their human capital and compete more and more with graduates who cannot find jobs to match their own newly acquired high skill levels. The net result is that this middling group ends up becoming trapped, with limited chances of progression, for example in the retail sector where 31 per cent of employees are aged 16 to 24. The paper re-asserts arguments made by those who have analysed the polarised nature of the UK economy, but moves beyond these issues to consider the potential challenges that UK skills policy needs to overcome.Availability:

We have chosen to research this area because of the high rates of youth unemployment in Australia. As of June 2011, young people aged between 15 and 24 years were experiencing an unemployment rate of 11.0 per cent, significantly higher than that of the broader Australian community (4.9 per cent). Our report seeks to assess whether the JSA program is currently meeting the needs of young people in Australia. The report confirms the importance of all generalist and specialised youth JSA service providers adopting best practices when working with young people seeking employment. In addition, the report recommends that the JSA program provides greater recognition of social or non-vocational outcomes achieved by JSA providers for vulnerable young people and that the JSA program encourage JSA providers to adopt an integrated, flexible and highly individualised approach when working with vulnerable young people.Availability: Items available for loan: Brotherhood of St Laurence (1).
