Summary: This paper is a philosophical investigation of the mutual obligation principle and its application to current welfare policy. It finds that the ethical foundations of the Howard Government’s Mutual Obligation policies do not stand up to scrutiny, and that the way the idea of mutual obligation is currently being used in public debate misrepresents the philosophical traditions of which it claims to be a part. It also finds that the broad appeal of the mutual obligation principle is based on a number of popular misconceptions about the nature of unemployment in Australia.Availability:
