The Commonwealth Government funds, regulates and sets standards for high and low care facilities. In 1995 the previous Victorian Government removed the State regulatory framework for nursing homes. At the time, it was argued that the State regulatory framework duplicated the Commonwealth's role. The Victorian Government believes that the community expects all levels of Government to work co-operatively to promote the well being of residents living in aged care facilities. Through this paper the Victorian Government wishes to stimulate discussion about positive action that can be taken to promote a greater sense of confidence among older people and their carers about residential aged care services. The Victorian Government believes that people living in residential aged care facilities are entitled to feel secure that they will receive the services they need and that they will be treated with dignity and respect.
