A qualitative study exploring employers' recruitment behaviour and decisions : small and medium enterprises /

The introduction of the Employment and Support Allowance (ESA) with increased conditionality can be seen as an attempt to get more disabled people into work and participating in work-related activity, which raises questions about employment opportunities in the labour market for disabled people. For example, it is already known that people can face discrimination in employment recruitment procedures according to age, gender, ethnicity and disability and research has highlighted that disabled job applicants may be discriminated against when compared to non-disabled applicants with similar skills and experience.Availability: (1)

The Work Programme aims to give organisations both the freedom and the incentive to support the long term unemployed back into work. The Welfare Reform Bill introduces a new Universal Credit, intended to ease the transition into work to ensure that people are financially rewarded by choosing work over benefits and, crucially, Universal Credit should increase opportunities for job seekers by making part-time or flexible employment worth their while. The CSJ believes that these reforms will reduce unemployment and transform lives. However, when we are asked to comment on these changes to the welfare system, the most frequent concern raised is the lack of jobs. To be successful, the economy has to create employment opportunities for motivated job seekers. For job seekers without strong academic qualifications, with significant responsibilities, needs and commitments outside of work, as well as people who have lost the routine of work, these job opportunities will often be entry level roles.Availability: (1)

Using a natural experiment, our first set of estimates is based on a legal change extending the group of eligible unemployed persons. A subsequent legal change in the opposite direction is used to validate these results. Our data cover the population of unemployed jobseekers in Germany and was specifically made available for our purposes from administrative data. Consistent support for an employment effect of hiring subsidies can only be found for women in East Germany. Concerning other population groups, firms? hiring behavior is hardly influenced by the program and hiring subsidies mainly lead to deadweight effects.Availability: (1)

Skill (mis-)matches and over-education of younger workers /

This study investigates the extent of over-education among younger workers. It also explores the relationship between education and skills mismatch in the workforce. The research shows that most over-skilled workers have low levels of education and require fewer skills at work than they actually have. The majority of under-skilled workers, however, hold a university degree, suggesting that many highly educated workers have jobs that require more skills than they actually seem to possess.Availability: (1)

Reponses from small- and medium-sized businesses reveal that skill shortages matter, but that their relationship to firm performance differs according to the nature of the skill shortage.
