A growing body of evidence suggests that behaviour problems, success at school, and mental and physical health are greatly influenced by the care and experiences of early childhood. Recent neurological research challenges long held assumptions that brain development and structure are solely genetically determined. It provides evidence that the actual structure of the brain is greatly influenced by environmental factors throughout pregnancy and then after birth, particularly in the first three years of life. Early experiences of nurturing care and stimulation have a positive effect on the wiring of the brain, which in turn positively influences development, ability to learn and the capacity to regulate emotions. Conversely, negative early experiences can have a detrimental effect on brain development and subsequently compromise development, learning and regulation of emotion (Shore 1998). These findings have major implications for family and children’s services, suggesting that the greatest benefits will be achieved through prevention and early intervention in the early years of life, supported by appropriate interventions through later developmental stages. In response to this emerging evidence, a group of Australian academics, practitioners and government officials established the National Initiative for the Early Years (NIFTEY) in early 1999. NIFTEY’s objectives are to educate the general public about the importance of the first three years of life and the need for action to provide all children with the best possible early life, and to achieve better integration of policies and programs for young children across government and society. Using action research approach, it aimed to explore ways to prevent youth homelessness in two Victorian communities of Ballarat and Dandenong.
