A Short Guide to Setting Up a City-Scale Retrofit Program /

by Ho, Stacy | Green for All | Rhodes-Conway, Satya.

Publisher: Oakland, CA Green For All 2010Description: PDF.Online Access: Electronic copy Summary: Buildings represent 38.9% of U.S. primary energy use and 38% of all CO2 emissions in the U.S. Though simple, relatively low-cost measures such as insulation, and lighting upgrades can be done in almost every building to reduce energy use and save money on utility bills, current retrofitting program capacity is limited. Most existing programs are either available only to income-eligible individuals or those with the money up-front to do the work. Furthermore, many current retrofitting programs only create low-wage, short-term jobs rather than providing pathways into sustainable careers in construction and green building.Availability: (1)

Are Active Labour Market Programmes least effective where they are most needed? : The case of the British new deal for young people /

by McVicar, Duncan | University of Melbourne. Melbourne Institute of Applied conomic and Social Research | Podivinsky, Jan. M.

Publisher: Melbourne, Vic. Melbourne Institute of Applied Economic and Social Research 2010Description: 44p. : ill., graphs.Other title: Melbourne Institute Working Paper No. 16/10.Online Access: Electronic copy Summary: One view of Active Labour Market Programmes (ALMPs) is that they are 'most needed' in slack labour markets, where more unemployed workers require help finding jobs. But ALMPs might be less effective in such labour markets because there are fewer vacancies with which programme participants can match. In this paper we use data over a nine year period, across 300 local labour markets, to show that the unemployment exit and job entry impacts of participating in a mandatory ALMP for unemployed young people 'the British New Deal for Young People (NDYP)' were negatively correlated with unemployment rates.Availability: (1)

Assisting the most disadvantaged job seekers. /

by Perkins, Daniel | Nelms, Lucy.

Publisher: Callaghan, N.S.W. 2004Description: p. 371-383.Online Access: Electronic copy Notes: Includes bibliographical references (p. 14-16) Paper published in : A future that works : economics, employment and the environment proceedings of the 6th Path to Full Employment Conference and 11th National Conference on Unemployment, 8-10 December 2004, the University of Newcastle, Australia / edited by Ellen Carlson, Centre of Full Employment and Equity, University of Newcastle, Callaghan, N.S.W.Summary: ABSTRACT The increasing interest in active welfare policies internationally combined with a growing recognition that many jobseekers are not being well served by conventional welfare to work models based on rapid labour market attachment and minimum cost interventions, is resulting in an increasing focus on programs that address personal barriers to employment, as well as providing vocational assistance. This paper examines the literature regarding disadvantaged job seekers and barriers to employment in areas such as poor health and physical disability, mental health, domestic violence, substance abuse and lack of social support. It then looks at the policy context and program approaches in Australia, the United States and the European Union. Common elements of good practice are highlighted and implications for PSP in Australia are identified.Availability: Items available for reference: BSL Archives (1).
