There are three main objectives of this work:
■ to determine the needs of the Carlton Estate community and the availability of services;
■ to critically evaluate the public housing policy of Victoria as it relates to the Carlton Estate; and
■ to provide a limited sense of the community of Carlton, some of the Housing Estate tenants and the area service providers.
For the purposes of this report, the Carlton Public Housing Estate refers to the area bordered by Princes, Rathdowne, Lygon, and Neill Streets, as well as the two high-rise flats on the corner of Palmerston and Nicholson Streets. The main concern of the research has been to compare the policy intentions of public housing with the living reality of the situation. It attempts to determine some of the main strengths and weaknesses of public housing provision as seen by tenants, private service providers, and Ministry of Housing workers.

The recommendations are specific and time-limited, developed to assist TPV refugees as they move through permanency to positive settlement outcomes for themselves and their families.
The Action Plan seeks to bring stronger co-ordination and strategy to address unmet needs of TPV refugees in Victoria. Over an 18-24 month period, the proposed initiatives will bring timelimited, strategic and special purpose resources for a small, dispersed population of around 2,400 refugees soon to be joined by their families.
Endorsed by the Project Advisory Group, the Action Plan will close the gap for TPV refugees, who continue to suffer the consequences of neglect and punitive policies over 5 or more years, to receive adequate and consistent basic support as they move towards permanent settlement and sponsor their families
