There are three main objectives of this work: ■ to determine the needs of the Carlton Estate community and the availability of services; ■ to critically evaluate the public housing policy of Victoria as it relates to the Carlton Estate; and ■ to provide a limited sense of the community of Carlton, some of the Housing Estate tenants and the area service providers. For the purposes of this report, the Carlton Public Housing Estate refers to the area bordered by Princes, Rathdowne, Lygon, and Neill Streets, as well as the two high-rise flats on the corner of Palmerston and Nicholson Streets. The main concern of the research has been to compare the policy intentions of public housing with the living reality of the situation. It attempts to determine some of the main strengths and weaknesses of public housing provision as seen by tenants, private service providers, and Ministry of Housing workers.
