This Bill is one of three in a suite of Bills which are being considered together. The other Bills are: the Australian Charities and Not-for-profits Commission (Consequential and Transitional) Bill 2012 and the Tax Laws Amendment (Special Conditions for Not-for-profit Concessions) Bill 2012. There is substantial evidence of the need for regulatory reform of the NFP sector. Further, it is generally agreed that establishment of a national regulatory authority and national regulatory framework is an essential component of this on-going process of NFP sector reform. As a consequence, and as a result of extensive government consultation with the sector over the Bills and the ACNC, those members of the NFP sector which have engaged in the consultative process are, despite some relatively minor reservations, strongly supportive of the Bills. Should the Bills be passed, and the ACNC established, then this should prove a significant step towards a more effective sector. However, the extent to which this will be the case will be heavily dependent upon how effective the Government and the ACNC are in negotiating and facilitating the reduction of unnecessary NFP reporting.Availability: (1)
