SCHOOL TO WORKSummary: Concerns about the number of young people who fail to reach their potential at school, or get into trouble, or are not in education, employment or training (NEET), underpin the continuing commitment to end child poverty in the UK by 2020, and the Coalition Government's pledge to increase the focus on supporting the neediest families and those with multiple problems. A strong policy commitment to improving the life chances of vulnerable young people has in recent years led to the testing of a number of initiatives. In December 2009, Professors Janet Walker and Cam Donaldson were tasked with reviewing the evidence from the national evaluations of ten of these initiatives1 so as to draw out the implications for future policy and practice with respect to vulnerable young people and their families. The focus in all the programmes reviewed was on prevention and early intervention and on the provision of multi-agency support to tackle a range of risk factors in a young person's life. The programmes had complex and ambitious objectives and in some areas many overlapped and ran concurrently. Some young people and their families received interventions from several of the initiatives, making it difficult for programme evaluators to isolate the impact of any one programme or intervention.Availability: (1)

Bibliography pp. 44-49Summary: The purpose of this project is to foster cross-disciplinary discussion amongst researchers, policy makers and practitioners from which research directions and ultimately research questions can be formulated in the area of child protection. To provide a basis for discussion, a scan of the literature examining the relationship between homelessness and child protection was undertaken. It was envisaged that the scan taken together with a range of other inputs, including the expert knowledge of the collaborators of the project, would help to identify the knowledge gaps and areas for future work. The scan was therefore conceived as a preliminary but necessary step in a longer journey. The defined task of the literature scan was to identify evidence of policies and programs that aim to support children's wellbeing so as to reduce the risk or impact of child and/or family homelessness and associated factors such as parenting capacity. ; This scan highlights both the scope and limitation of discussion around the relationship between homelessness and child protection. While it is acknowledged that as yet there is no robust Australian data to highlight children's journeys or pathways between homelessness and child protection or vice versa, existing evidence points to the likelihood that some families, particularly those with multiple and complex needs, are both homeless and in contact with a child protection system.Availability: (1)

This is my first visit to Australia, and I’m particularly pleased that it should be to Melbourne, which in the few days I have spent here I have found beautiful, welcoming, it is a pleasure to be here. And I am also especially pleased to be asked to give this oration now, not just because I seem to have arrived at a time of political controversy, with your Treasurer Mr Costello expounding some startling new ideas about welfare reform pretty well as I stepped off my plane, but also because this year, 2005, marks CPAG’s 40th birthday (I know—we don’t look a day over 25!), and you know how these big birthdays make you stop and take stock. So the end of our big 40th year seems an especially fitting moment to reflect on the effectiveness of our anti-poverty work and to suggest some pointers for the future, and to share and compare with you in your rather different political environment as I look back over 40 years of activism back home.
