The submission is organised into six sections dealing with; Breaching, Unmet needs, Working credit, Personal Advisers, A fair go for mature age people, and Helping parents return to work. The Brotherhood of St Laurence supports the government’s aims to enable people to achieve independence, to enable more families to have jobs, and to have stronger, more robust communities. We also believe that the social security system needs to be overhauled. The changes which the government is proposing were set out in the Australians Working Together consultation paper ‘Listening to the Community’ and some were covered in more detail in the papers distributed prior to the meeting of 4 February. In general terms, we believe that while some of the changes proposed are very positive, some have the potential to be detrimental to people receiving social security payments. Recent research has shown that the number of breaches has escalated dramatically since 1997 and that breaches are falling most heavily on the most disadvantaged job seekers. This study investigated whether the Australian public think the current levels of penalties for breaching are fair or not and what they think the penalties should be.
