by Hunt, Janet.

Publisher: Canberra, A.C.T. Centre for Aboriginal Economic Policy Research. Australian National University 2005Description: PDF.Notes: URL: 'http://www.anu.edu.au/caepr/Publications/DP/2005_DP278.pdf' Checked: 6/10/2008 10:28:14 AM Status: Live Details: HTTP status 200 - Usual success responseSummary: In recent years, capacity development has become a key concept in international development. Older approaches involving technical cooperation have been unsuccessful whilst, in contrast, capacity development is viewed as an internal process in organisations and communities which are themselves embedded in wider systems. This paper attempts to clarify aspects of the term capacity development and looks at recent research and experience to draw out some of the key international lessons, especially in relation to the enabling environment . It also looks at a number of community and organisational approaches to capacity development, but cautions that cross-cultural issues may affect capacity development at different levels. In conclusion the paper raises questions about the implications of this international development experience for thinking about capacity development in Indigenous Australia and argues for a greater focus on removing the constraints in the enabling environment in order to better foster Indigenous capacity.Availability: Items available for loan: Brotherhood of St Laurence (1).

by Jordan, Kirrily | Australian National University. Centre for Aboriginal conomic Policy Research | Mavec. Dante.

Publisher: Canberra, A.C.T. Australian National University. Centre for Aboriginal Economic Policy Research 2010Description: PDF.Other title: Centre for Aboriginal Economic Policy Research (CAEPR)..Online Access: Electronic copy Notes: Bibliography : p. 36-42 INTO AND OUT OF WORKSummary: This paper examines the nature of the Australian Employment Covenant (AEC) and its relationship with government as well as exploring why the rate of actual job creation has been much lower than anticipated. It first sets out the scale of the challenge entailed in creating 50,000 new jobs for Indigenous Australians, with data suggesting that this was always an impossibly ambitious goal. It then examines outcomes in three areas: the number of jobs pledged; estimates of the number of job placements; and estimates of retention rates to 26 weeks.Availability: (1)

How realistic are the prospects for 'closing the gaps' in socioeconomic outcomes for Indigenous Australians? /

by Altman, J.C | Australian National University. Centre for Aboriginal conomic Policy Research | Biddle, N | Hunter, B.H.

Publisher: Canberra, A.C.T. Centre for Aboriginal Economic Policy Research. Australian National University 2008Description: HTML.Notes: URL: 'http://www.anu.edu.au/caepr/discussion.php' Checked: 2/03/2009 9:55:59 AM Status: Live Details: HTTP status 200 - Usual success responseSummary: " Practical reconciliation and more recently closing the gaps have been put forward as frameworks on which to base and then evaluate policies to address Indigenous disadvantage. This paper uses census-based analysis at the national level to examine trends in Indigenous wellbeing since 1971. There has been steady improvement in most socioeconomic outcomes as measured by standard social indicators in the last 35 years. This finding is at dramatic odds with the currently dominant discourse of failure in Indigenous affairs. However, evidence of convergence between Indigenous and non-Indigenous outcomes is not consistent. There have now been eight censuses since 1971, and this paper seeks to use information of best-case scenario trends to make some crude estimates of when the gaps might be closed in order to assess the realism of this emerging overarching goal of policy." -- Publisher website.Availability: Items available for loan: Brotherhood of St Laurence (1).

Income management and the rights of Indigenous Australians to equity /

by Altman, Jon C | Australian National University. Centre for Aboriginal conomic Policy Research.

Publisher: Canberra, A.C.T. Centre for Aboriginal Economic Policy Research 2010Description: PDF.Other title: Centre for Aboriginal Economic Policy Research. Topical issue.Online Access: Electronic copy Notes: June 2010 Bibliography : p. 10Summary: This paper examines the changing policy rationales for income management in prescribed Indigenous communities. The proposed welfare reforms currently before the Australian Parliament will fundamentally alter a citizenship rights-based approach to welfare, replacing it with one that is skewed towards a far higher level of state governmentality of citizen subjects. Yet there is no evidence that such measures generate positive benefits.Availability: (1)
