It is funded by a two year Australia Research Council (ARC) Linkages grant and led by Prof. Mark Considine and Prof. Brian Howe from the Centre for Public Policy and Associate Prof. Linda Hancock from Deakin University, in partnership with the Brotherhood of St Laurence, CEDA and the National Institute of Economic and Industry Research (NIEIR). This background paper describes the significant social and economic changes over the last three decades which have rendered traditional policy assumptions obsolete.
