Refugees and regional settlement : balancing priorities

by Taylor, Janet | Brotherhood of St Laurence | Stanovic, Dayane.

Publisher: Fitzroy, Vic. Brotherhood of St Laurence 2005Description: vi, 61 p.Online Access: Electronic copy | Summary Notes: May 2005 Summary: "Refugees have become one distinctive face of social exclusion at the beginning of the 21st century. Australia's response to people seeking refuge is an indicator of progress made towards the inclusive and compassionate society which is the vision of the Brotherhood of St Laurence. Part of the Brotherhood's research has been to explore different ways of thinking about the definitions and measurement of disadvantage and to draw attention to the experience of groups who are unable to participate fully in Australian society. The research informing this report develops our work in applying a social exclusion framework (examining resources, relationships and rights)in this instance to an analysis of the settlement experience of refugees in regional Victoria. Promoting refugees' inclusion by linking them to the workforce and development needs of various regions in Victoria is a policy solution with considerable appeal to governments. But will the refugees find work and be made welcome in Victoria's country towns? This report examines the refugee settlement experience in Shepparton, Colac and Warrnambool. Taylor and Stanovic's richly layered account shows that policy planners contemplating future settlements need to think not only about the usual range of issues that migrants encounter regarding employment, housing, income and language, but also about concerns specific to refugees. ; The report also highlights two other aspects of the Brotherhood's vision of an inclusive society. First, it shows the need for careful planning of joined-up services, with the participation of refugee communities. Governments must act to ensure that the necessary community capacity is in place. Second, it demonstrates the need to invest in social programs in tandem with planning economic development, to ensure the employment and learning opportunities which are ultimately vital to social inclusion." -- Forward by Paul SmythAvailability: Items available for loan: Brotherhood of St Laurence (1), BSL Archives (1).

Closing the gap for TPV refugees in Victoria : a state-wide action plan : developing stronger co-ordination and strategy to address unmet needs of refugees on Temporary Protection Visa (TPVs) in Victoria

by Brotherhood of St Laurence.

Publisher: Fitzroy, Vic. Ecumenical Migration Centre 2005Description: 61 p.Online Access: DOWNLOAD PDF Notes: Prepared by Ecumenical Migration Centre, Brotherhood of St LaurenceSummary: Closing the Gap for TPV Refugees in Victoria: A State-wide Action Plan proposes a series of recommendations to address this service fragmentation and guide resource allocation. The recommendations are specific and time-limited, developed to assist TPV refugees as they move through permanency to positive settlement outcomes for themselves and their families. The Action Plan seeks to bring stronger co-ordination and strategy to address unmet needs of TPV refugees in Victoria. Over an 18-24 month period, the proposed initiatives will bring timelimited, strategic and special purpose resources for a small, dispersed population of around 2,400 refugees soon to be joined by their families. Endorsed by the Project Advisory Group, the Action Plan will close the gap for TPV refugees, who continue to suffer the consequences of neglect and punitive policies over 5 or more years, to receive adequate and consistent basic support as they move towards permanent settlement and sponsor their families Availability: Items available for loan: Brotherhood of St Laurence (1).
