Publisher: Fitzroy, Vic. Brotherhood of St Laurence 2001Description: 23 p. PDF.Online Access: DOWNLOAD PDF Notes: The 20th annual Sambell Oration, Wednesday 17 October 2001 at the Shell Conference Centre, Melbourne Summary: 53 years ago this December, a war-ravaged and war-weary world ushered in a new international order with what was called the Universal Declaration of Human Rights. It was a bold and brilliant document full of words, phrases and concepts that everyone wanted to hear. It spoke of recognising the inherent dignity and the equal and inalienable rights of all members of the human family as the foundation of freedom, justice and peace in the world. It observed that disregard and contempt for human rights had resulted in barbarous acts which have outraged the conscience of mankind. It called for the advent of a world in which human beings shall enjoy freedom of speech and belief, and freedom from fear and want, as the highest aspiration of the common people. It declared as essential that human rights should be protected by the rule of law.Availability: Items available for loan: Brotherhood of St Laurence (1).

Report of inquiry into immigration detention procedures. /

by Flood, Philip.

Publisher: Canberra, A.C.T. Australia. Department of Immigration and Multicultural and Indigenous Affairs 2001Description: 104 p.Notes: February 2001Summary: This report was the result of an independent inquiry ordered by Minister Ruddock into procedures for identifying and dealing with instances or situations where there is suspicion of child abuse in detention centres. The report investigates the processes for identifying, dealing with, reporting on, and following up allegations, instances, or situations where there is reasonable suspicion of child abuse in immigration detention centers and the manner in which those processes were followed in cases during the previous year. It also examines, assesses, and makes findings on all relevant processes and procedures of Department of Immigration and Multicultural Affairs and Australasian Correctional Management, including incident reporting. In relation to cases currently under investigation by South Australian Family and Youth Services, the report attempts to determine whether all relevant information or documents were provided to the responsible authorities at the appropriate time and, in instances of failure to follow appropriate procedures, makes findings on the reasons. The report identifies problems in individual detention centers and makes specific recommendations for corrective actions. In general, the report concludes, there needs to be greater public appreciation for the work of detention center employees, and greater understanding of the values and concerns which underlie the policies being managed.
