The existence of unequal access and usage of ICT across the population – the ‘digital divide’, is compounding disadvantage for some, because having access to ICT is becoming so central to being able to fully participate in the economic, social, political and cultural spheres of society. This is the first of several publications that provides empirical data to complement previous conceptual work on the ‘new economy’ and the digital divide.
