December 1987Summary: Australia is currently restructuring its economy and it is a painful process, particularly for more vulnerable sections of the community. Changing labour market trends, introduction of new technology, social changes resulting in changes in labour market participation by some groups, (women, youth, older age groups), and economic recession have meant that over the last decade there has been a massive increase in the overall numbers of unemployed in our society. From 1970 to 1983 the increase was 800% (SSR, Discussion Paper No. 20 Occupation: Unemployed. Trends in Unemployment in Australia 1970 to 1986). Concurrent with these high rates of unemployment there is the anomalous situation of a skill-short economy; the people who are unemployed do not have the skills to fill the current job vacancies. For those who complete their training it is a qualification nationally recognised by employers and education bodies alike. For employers it formalises skill specific non-trades entry point training within economically rational parameters. However, when one looks to the critical needs area of employment disadvantaged young people within the target group, the present ATS guidelines makes only a passive provision for their access. While this may have been determined as appropriate during the time of the system's inception, it is strongly recommended that now is the time to change this to a pro-active approach. To delay further will make for long term difficulties in creating appropriate access opportunities for the group. Suitable and effective programmes should be being developed concomitantly with Traineeships taking a firm hold in the private sector. We are recommending two significant although not costly modifications to the Australian Traineeship System, and the adoption of a Pilot study into a further area we believe ultimately will have the potential of far greater outcomes. These modifications will not discount either the quality of ATS training or the status of the ATS qualification. However, applied strategically they will go far toward meeting access and affirmative action ends while at the same time alleviating employer concerns as to the risks inherent in employing otherwise disadvantaged young people Availability: Items available for loan: Brotherhood of St Laurence (1).
