This report was the result of an independent inquiry ordered by Minister Ruddock into procedures for identifying and dealing with instances or situations where there is suspicion of child abuse in detention centres. The report investigates the processes for identifying, dealing with, reporting on, and following up allegations, instances, or situations where there is reasonable suspicion of child abuse in immigration detention centers and the manner in which those processes were followed in cases during the previous year. It also examines, assesses, and makes findings on all relevant processes and procedures of Department of Immigration and Multicultural Affairs and Australasian Correctional Management, including incident reporting. In relation to cases currently under investigation by South Australian Family and Youth Services, the report attempts to determine whether all relevant information or documents were provided to the responsible authorities at the appropriate time and, in instances of failure to follow appropriate procedures, makes findings on the reasons. The report identifies problems in individual detention centers and makes specific recommendations for corrective actions. In general, the report concludes, there needs to be greater public appreciation for the work of detention center employees, and greater understanding of the values and concerns which underlie the policies being managed.
