This research report measures the concentration of disadvantage attached to postcode areas in New South Wales and Victoria. A sequel to the earlier "Unequal in life study", it shows that many of the localities which ranked highest on the disadvantage scale in 1999 reappeared in the most disadvantaged band in 2003. Tony Vinson also attempts to identify strengths of disadvantaged areas which could be promoted and fostered in order to increase social cohesion, and include some case studies of neighbourhood renewal and community strengthening.
