Access to affordable energy and water is vital to the health and well-being of individuals and families. Yet many Victorians experience 'utilities stress' - where they can't afford to heat their homes, or must go without other essentials such as food, to pay their utilities bills. Being unable to afford the basics not only limits life but risks health and well-being, and can push households into crisis. Managing electricity and gas bills can be even more difficult for households living in poor quality rental housing, with no heating or insulation.
