In late 1977 several members of the Fitzroy Legal Service discussed the idea of establishing an economically self-supporting 'Poverty Law Practice' in Melbourne. That is, a private legal practice that could serve the special needs of the poor, operating independently of any direct government, or other, funding source. As such it could provide the poor with access to a valuable legal resource and develop an alternative approach to the provision of legal aid. The Brotherhood of St Laurence was approached and they agreed to provide funds for a full-scale research project to test the feasibility of such an enterprise. .... [Preface - Extract]
