Terry Carney examines the job-first rationale underpinning the Australian Government s 2005 06 welfare-to-work changes. He traces the move away from Australia s historic welfare settlement, describing it as a move from social security policy to labour market policy. He considers the implications of the 1 July 2006 changes for new claimants for sole parent and disability payments, who are effectively obliged to accept almost any job. Carney argues that what is new for Australia is that these work-first policies are now pursued within a deregulated industrial relations environment and without political debate about alternatives such as the investment state or the third way policies of Britain and parts of Europe.
