The Housing is a Human Right Project is a collaborative project of VCOSS, Shelter Victoria, Women's Housing Ltd and Centre on Housing Rights and Evictions (COHRE).

People around Victoria were asked their views about the right to adequate housing, to provide the basis for a Charter of Housing Rights for Victoria. The aim was to discover what adequate housing means to Victorians especially to those who have been homeless or are at risk of becoming homeless, and those who live in substandard or unaffordable or insecure housing. Their opinions and experiences are presented in conversational style in this report, grouped under themes: safe and habitable, accessible and appropriate, secure and affordable. The recommendations present a challenge to both the Australian and the Victorian Governments.
